The purpose of this paper is to present possible forms of a model convention (agreement or treaty) for sub-regional common markets in Africa. There is no intention, at this point, to formulate a specific convention containing definitive clauses. This is particularly so because individual problems are bound to arise in the various subregions, due to their own special characteristics or peculiarities, which are likely to necessitate certain variants of the basic provisions. Rather, the intention of this study is to outline the fundamental principles that have to be considered in the establishment of such a model convention, and its common elements for all sub-regions.
