The Economic Commission for Africa (ECA) is one of the five regional commissions of the United Nations. It was established in 1958 to promote the economic and social development of its member states, foster intraregional integration and promote international cooperation for Africa's development. In fulfilling its mandate, ECA is required to deliver high-quality services to its internal and external clients. Its ability to do so depends on how well relevant information and records which are needed to make decisions in pursuit of its business objectives can be created, stored, retrieved, used and managed. This manual has been developed to help staff understand the records management principles applicable to the records they create and receive, and help them to manage the information in a secure and efficient manner; To provide clear instructions and resources to manage the record-keeping function at all stages of the commission’s operations; To make sure that the policies and principles of records management are clear to all staff and that there is a transparent and comprehensive set of policies, procedures and guidance that staff can and should follow to achieve effective records management at a consistent standard across the commission.
