Abstract
The Issues Paper addresses the different aspects of international ‘regular’ migration and development in Africa so as to guide the discussions and support regional dialogue during the Conference of Ministers (CoM) 2016. After setting the scope, the Paper frames the issues by briefly analyzing the extent, nature and drivers of migration in Africa, the process of migration, and the challenges imposed by limited availability of reliable data.
