The main objective of the second triennial review is to assess the extent to which the outcome and recommendations of the first triennial review have helped meet the objectives of enhancing and strengthening the capacity of the AU Commission, NPCA and RECs to act as effective UN partners in meeting the challenges of human security and development in Africa. The review stresses the point that there is no specific provision for the TYCBP-AU in the UN programme budget. Activities in implementation of the Programme are carried out within the framework of Section 11 of Part IV of the biennial programme budget of the UN (programme 9 of the strategic framework), which makes provision for three sub-programmes.
