Abstract
This Document is focuses on Regional Outreach of the Intergovernmental Committee of Experts on Sustainable Development Financing to the Africa Region. The first task of structural transformation in the African context is the transformation of the sys tem of "product ion" from one dominated by primary extraction and low value-added agriculture and services, to one in which high value is added through the application of technology, innovation, beneficiation, better linkages between sectors in the wider economy and a fairer share of natural resource rents .
