En 2012, le nouveau Secrétaire exécutif a entamé un processus de changement visant à faire de la CEA le premier centre de réflexion
de l’Afrique afin de soutenir le programme de transformation du continent. Dix équipes spéciales internes ont été chargées de proposer
de nouvelles façons de travailler et l’une d’elles s’est attelée à la problématique de la stratégie de communication de la CEA.
