At the UN General Assembly in September 2000, governments around the world signed the Millennium Declaration. Thus, they recognized that they were "collectively responsible for defending, at the global level, principles of human dignity, equality and equity" and pledged to "create - nationally and globally - a environment conducive to development and poverty eradication. " To this end, eight "Millennium development goals" were set, "MDGs" to be achieved by 2015.
