The Economic Commission for Africa (ECA) and the Intergovernmental Committee for Migration (ICM) jointly initiated the return of skills Programme for Africa whose major objective is to contribute to Africa's economic and social development by helping to redress the shortages of skilled which are afflicting the continent's development. The programme endeavours to bring back to Africa, highly qualified Africans living in developed countries. Thus, it allows Africa to benefit from the skills and experience acquired by its own nationals in the course of their training or professional practice in industrialized countries. The purpose of this publication is to provide a profile of highly qualified African nationals who wish to return to Africa through the programme to prospective employers in Government, industry and learning institutions in Africa.
