As indicated above, the customs administration skills profile and training needs study is the first phase of a three phase project. The study aims at developing an inventory of customs personnel training facilities and programrmes within the sub-region. It also aims at assessing existing customs staff training needs and future manpower requirements. Consequently, the specific objectives of this study were to (i) identify customs personnel and appraise their training needs; (ii) identify customs training facilities and programmes and determine their capacities and level of efficiency; and (iii) highlight issues and make recommendations that would guide in the determination of regional and national training programmes in customs administration..
