This paper focuses on ethics and accountability in the African public services. The objectives of the seminar were: to review the state of accountability and public service ethics in Africa; to identify the factors inhibiting ethical performance and weakening accountability in the public services and to recommend innovative ways of dealing with them; to examine the impact of ethics on economic recovery and development; to identify the sources and types of ethical obligations to which African public administrators should respond; and to identify the cultural norms supportive of corrupt behavior and chart out strategies for dealing with them as well as identify the positive aspects of culture that can be tapped for strengthening ethical values.
