Abstract

This discussion paper focuses on ethics, accountability and responsiveness in the United Nations Secretariat. it is tempting to approach the topic from a narrow (especially, purely financial) angle, the task before us clearly goes beyond suggesting improved financial procedures or, for that matter, redrawing the boundaries between hierarchical levels in the Organization.
