This paper focuses on programme planning and implementation: draft medium-term plan for the period 2002-2005. The medium-term plan is a translation of legislative mandates of the United Nations into programmes and serves as a four-year strategic plan of the Organization. Essentially, the mediumterm plan provides the basis for formulating the biennial programme budgets covered by the plan period. As the regional arm of the United Nations for Asia and the Pacific, ESCAP is required to prepare its part of the medium-term plan of the United Nations for consideration and approval by the General Assembly.
