This paper focuses on issues in domestic resource mobilization in the context of structural adjustment program (SAP) with particular reference to Ethiopia. Domestic resources can be mobilized from government, parastatals and private sector. More savings permit higher levels of investment expenditure which in turn create the conditions for faster growth; The first part of the paper deals with savings and investment.
