The purpose of this note is to spell out the requisite steps for operationalizing a self-financing mechanism for SADC, once a decision has been made at policy level to replace the existing system based on assessed contributions of member States. The note begins with a highlight of the main features of the study carried out in 1998 on
the creation of a self-financing mechanism for SADC. It then suggests a possible calendar for the establishment of the mechanism.
