This paper focuses on Human Capital Flight from Africa: An Assessment of Brain Drain from Ethiopia at regional conference on brain drain and capacity building in Africa. This study attempts to assess the extent of brain drain from Africa, with particular reference to Ethiopia. It first reviews the theoretical underpinnings of brain drain and investigates its causes and consequences. It then looks at the problem in the Ethiopian context, using data from the personnel records of four governmental organizations.
