Progress report on the development of manpower capabilities in public financial management

Abstract
The main thrust for dealing with the development of manpower capabilities in financial management must of necessity come from national governments. And since financial management functions do change as economic and social development changes, national governments have to provide for the training that will cater to the changing needs of the various infrastructures of public financial administration, which comprises government budgeting, accounting and audit and taxation policies, systems and administration. Such training at the national level should be taken as a continuing requirement of government departments and ministries which are concerned with public financial management. To augment these national training efforts, African countries should also see advantage of short training courses which are being offered in the field of 'public financial management by developed countries. This will be necessary especially for those countries which do not yet have public financial training institutions.
