The objective of this paper is to present to the Conference, in a concise manner, a framework agenda for concerted action by African countries and their partners in the development of Africa's physical infrastructure capacity in the 1990s. It draws upon existing regional programs in Africa,such as UNTACDA II, as well as relevant experiences in other developing regions of the World to propose an action program for Africa.The three main themes namely, human resources, financial resources and regional cooperation constitute the principal action for building and utilizing Africa's physical infrastructure capacity.A general indication as to how these can be developed is given in the framework of future action.
