Abstract

This paper focuses on African development forum III defining priorities for regional integration. Africa's regional integration efforts have been hampered by many factors, including the failure to achieve economic transformation and development, the low level of implementation of treaty obligations, conflict, and an overly economistic approach that has ADF m Consensus Statement of March 8, 2002.
