Abstract
The objective of this paper can be described as a reasonable attempt to summarise a very large problem. They could also be rewritten to state explicitly rather than implicitly what this problem is. If we are to discuss the possible contribution of training/education reorientation and other learning processes to the promotion of change, we must be very clear what situation has to be changed.
