Abstract
In Zambia the critical role of small and medium enterprises (SMES) in national development has been generally recognised. The Small Industries Development Organisation (SIDO) was formed by an Act of Parliament in 1981 as the principal public agency for the implementation of public policy on small and medium enterprises. operational in 1983.
