Structure and size of African census organization and estimation of census costs

The intention of this paper is to raise points for discussion, rather than to examine one by one all the possible solutions which might be adopted in a given instance, In order to make the discussion practical rather than theoretical the issues ere illustrated in relation to recent African censuses and also la relation to an imaginary country of 10 million inhabitants with 5 provinces representing in a rough fashion different, conditions of topography, density of settlement and mode of living found within the African region.
