The aim of ECOWAS - established in 1975; and, by 1977, encompassing all 16 countries of West Africa - is to create, successively, a customs union and common market in the sub-region. For this purpose, the Lagos Treaty provides for the harmonization of programmes in several sectors, notably agriculture, industry, transport and communications. A Cooperation, Compensation and Development Fund were established to ensure equable distribution of the benefit, of economic cooperation; to reduce diversities in the levels of development of the Member States: and to finance projects and guarantee foreign investments in these States.
