Abstract

This paper focuses on the memorandum on policy guidelines for the localization in African states of professional education, training, examination and certification of managerial, administrative, executive and supervisory personnel. This memorandum seeks to focus attention upon critical shortages in the supply of professionally qualified, experienced and capable Africans in certain managerial, administrative, executive, supervisory and related categories of manpower.
