Abstract
This report may be considered as a partial mid-term evaluation report on the implementation of the project. It is "partial" in that it covers only the results of the activities that have so far been implemented as compared to the Work plan, and the main constraints which have affected the production of the results. Issues of relevance and effectiveness are not discussed at this time.
