Abstract
The aim of this paper is to elaborate on some of the basic principles enunciated above A further objective is to weigh the pros and cons of the various option and to submit a workable proposal which takes account of the need to ensure equal responsibility for the development and growth of the Institute and at the same time recognize the fact that member States are at different stage of development with varying levels of income and resource .
