This study will not therefore renew the polemics on African commodities. Nevertheless, the fact still remains that development and commodity marketing issues such as limited access to markets,competition from synthetic substitute, price and quality competitiveness, inadequate financial and commercial infrastructure as well as l i e d export financing resources will continue to be topical in most African countries. The seriousness of these problems and their impact on African development call for more than mere reflection: they require an action plan and a clear definition of implementation modality. That is precisely what this study sets out to do.
