Abstract
The seminar focused attention not only the importance of planning but also on the need for the adoption of adequate techniques planning.underpinned by sound professionalism and a base of economics and statistics. The adoption of these techniaues and methodologies has unfortunately not reached advanced stages in all the developing countries.
