The objective of this study is to see to what extent the efforts made by the sub regional co-operation organizations had resulted in the institution of sectoral planning as an instrument for co-ordination, harmonization and economic integration, and to evaluate the results achieved in the area of co-operation and sub regional planning. The underlying concern is to identify the main problems and obstacles encountered as well as to seek ways and means of strengthening such cooperation in line with the Lagos Plan of Action and Final Act of Lagos
