The workshop was organized against the background of the recent developments in the Zambian economy such as the structural adjustment programmes, public service reforms including retrenchment, skill shortages, the inability to create sufficient newjobs each year to
keep up with the growth in the labour force, the brain drain,unemployment and underemployment and the demand to meet the emerging challenges of sustainable human development in Zambia.
