The importance of developing an integrated transport and communications system as a basis for the physical integration of the African continent and the regular development of national and
international traffic, has always been underscored by African States. Thus, it was at the behest of African countries, that the United Nations proclaimed two transport and communications Decades in Africa, the first from 1978 to 1988 and the second from 1991 to 2000.
