Abstract
The adoption of planned approach to economic development by almost all the developing countries during the last two decades has brought to light in a striking manner the failure of the traditional budgetary systems to keep pace with the new demands placed on them by the growing complexity and tremendous increase in the expenditures of the public sector in practically all the countries. A majority of the developing countries have already produced impressive development plan documents.
