Abstract
The principal objective of this study is an analysis of non-physical barriers and the formulation of proposals designed to eliminate or reduce their effects on international exchanges in order to permit the fullest utilization of the proposed highway. It is anticipated that this objective may be achieved by a program of revision and unification of road design standards, road signs, highway and road traffic regulations and customs and immigration procedures between the countries concerned". It is clear to us that the Trans African Highway project is more than just a road. It is an instrument of integration as well as a transport facility. Like all physical integration projects it has a double objective: it is designed to promote international integration and at the same time foster the development and national integration of each particular country. This report is directed towards the first of these two objectives; the promotion of international integration. therefore, taken it as part of our brief not only to recommend specific reforms of, or adjustments to, existing regulations and procedures, but also to propose the formation of a supranational body or bodies arising out of the existing Trans African highway coordinating committee.
