Mr. MASIRE (Botswana) said that during the previous ten years
ECA had laid a sound foundation by means of documentation and setting up the institutional framework required for its activities. The time had come to re-define the Commission's role in the economic development of Africa, to enable it to change to operational involvement in order to meet the development needs of member countries
