Human resources management in Africa: issues and trends

Abstract

The objective of this paper is to give an overview of these and other programs and strategies with the aim to further alert policy-makers as they endeavor to enhance the level of effectiveness in the management of African human resources. Specifically, it reviews progress made in human resources planning and programming in Africa during the last few years, and points out those critical issues and constraints to serve as guidelines for formulating human resources management policies in Africa during and beyond the recovery period.
