The challenge of the 1980s for African public services

Abstract

This paper attempts to do three things: (a) to identify the challenge of the 1980s facing African public services and to explain the nature of this challenge; (b) to examine whether the present Capabilities of African public services enable them to meet this challenge; and (c) to suggest answers to the more difficult question of what can be done to prepare African public services in-meeting the challenge. Needless to say that the overall purpose of the paper is to provoke discussion on the future role of African public services.
