Abstract
Jos is the capital of Plateau state - one of the 30 states making up Nigeria. The climate is mild and pleasant climate and as such has a lot of expatriates and mission agencies and foreign NGOs. One of such NGO's, the River Blindness foundation with headquarters in Houston commissioned Volunteers in Technical Assistance (VITA) in 1991 to look into ways of improving communication between its head office in the United States and Nigeria and locations within Nigeria.
