Abstract
This paper focuses on Mission report: on transport, communications and tourism division, ECA Paris, 1 - 3 February 1995. the financial institutions involved in UNTACDA II activities, were urged to work towards the establishment and strengthening of these NCC. Unfortunately, what actually happens in the field is the application of a "top-down approach", whose sustainability is not always evident in the medium and, especially, the long term.
