Abstract
This paper focuses on the report of the second meeting of the ad-hoc committee for the creation of a Pan-African association for port cooperation (PAPC). A joint declaration by the second Ad-hoc Committee and the 23rd PMAWCA Council meeting, aimed at officially declaring the creation of PAPC.
