Abstract
The importance of improving transport and communications at Africa's present stage of development has been recognized in several ways. The large capital investments (ranging between 20 and 40 per cent of all public sector investments) which African countries normally allocate for the development of the transport and communication sectors stems from each country's realization of the importance of the transport and communications systems. Transport and Communications were given top priority in the development strategy of sub regional organizations such as the Southern African Development Co-ordination Conference (SADCC), the Economic Community of West African States (ECQWAS), and the Preferential Trade Area of Eastern and Southern Africa (PTA).
