The World Food Summit Plan of Action adopted in 1996 affirmed that
food security at the individual, household, national, sub-regional and
regional levels exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life. Viewed in this context, the food security situation of some African countries has witnessed some improvement in recent years. However, increasing food insecurity in many countries remains a major source of concern.
