Abstract
In September 2010, world leaders gathered at the United Nations Headquarters in New York to evaluate progress made by countries towards the targets of the Millennium Development Goals(MDGs) agreed at the United Nations Millennium Summit in 2000. While it emerged from the meeting for Africa, the cup could be seen as half-full, leaders reaffirmed their commitment to the goals and examined strategies that have worked and those that have failed. In particular, they recognized that the increasing interdependence of national economies in a globalizing world and the emergence of rules based regimes for international economic relations have meant that the space for national economic policy, especially in the areas of trade, investment and international development, is now often framed by international disciplines, commitments and global market considerations. In this regard, the leaders encouraged all countries to continue to design, implement and monitor development strategies tailored to their specific situations and called for increased efforts to enhance policy coherence for development at all levels.
