The basic purpose of this study is to contribute to a better understanding of the problem and the relevant policy implications, bearing in mind, that the causes of underdevelopment and unemployment are largely qualitative and the data base for definitive statement about the magnitude of the problem very weak, particularly in Africa, where the lack of basic statistics is an important indicator of underdevelopment.
