Abstract

the Conference established, in its survey of African research, that 80 per cent of the countries had no national machinery for co-coordinating and directing scientific research, had no national research budget, suf fered from a serious shortage of scientists and research workers and pos sessed hardly any infrastructure services. All countries, however, were on the point of making national plans or programmes for the development of scientific research. In adopting the Lagos Plan, they therefore established guide-lines for their own declared purposes.
