This paper examines the early 1990's, African countries progressively joined the global trend of telecommunications sector reform, the main characteristics of this reform being the separation of responsibilities between policy makers, regulators, and operators. The overall objective pursued was to set up conditions that would be friendly for telecommunications industry development. These conditions included the transformation of telecommunications departments into autonomous public sector industrial and commercial corporations, then the privatization of the traditional operator, liberalization, and promotion of competition in order to attract private investments.
