This document draws from specific cases in Higher Education reforms to arrive at a format, which could be generalized as a "Best Practice" case or a series of lessons to be learnt and possibly applicable in other cases This paper uses a methodology that draws on a common set of variables, which are considered the most important for a general reform in Higher Education and the use of Information Technology. The challenges faced by developing countries in conceptualizing and implementing reforms in higher education are obviously country-specific, but there are certain elements that act as common denominator to precisely the reforms in Higher Education. One of the reasons for this is the historical context that is similar in most developing countries, particularly in Africa.
