Abstract
The main lesson learnt from this review is that these programmes achieved their immediate objectives but their development aims were only attained in a few cases. There was also inadequate co-ordination of donor assistance. There is evidence to show that a lot of data has been collected by some NSSs that have neither been analyzed nor utilized in any way. This suggests that some NSSs have not taken account of the fact that data that are hot used are not worth collecting.
