ECA is Africa's first International, content-wide organization. And for five year, from Its establishment to the founding of the Organization of African Unity. It was the one regional forum for waging not only the economic battle but also the war against colonialism, racism and exploitation. In commemorating the 2lst anniversary of the Economic Commission for Africa, let all the member State, individually and collectively, fire the first shot now and thus launch the African economic revolution and, in doing so, lay the foundation of an economically self-reliant and dynamic Africa which, in our own interest, and in the interest of the entire international community must perforce emerge before the end of this century.
