The Economic Commission for Africa is executing, on mandate from member-States:
a development programme for buildinp materials and construction industries in order to assist the countries in overcoming their problems of shortage and the high cost of building materials and construction services. Eased on studies pertaining to the West African subregion, ECA submitted a report 1/ to the fifth meeting of the Council of Ministers and Heads of States of HULPOC - West Africa (Banjul, Gambia, 12-13 February 19"2) in which it was pointed out that the shortage of cement was acute in the West African subregion; there was need to promote additional production fron existing plant capacities as well as from new plant capacities to be created; and
a detailed assessment of cement production and needs should be undertaken so as to determine the actions necessary for meeting the demand.
