ECA resolution 332 (XIV) on the development strategy for Africa during the third development decade (Ref.E/CN.14/INF.107/Rev.1) requires that African countries should give top priority and all necessary support to the development of transport and communications. With the adoption by the United Nations General Assembly of resolution 32/160 declaring the period 1978-1988 as the transport and communications decade in Africa and the subsequent establishment of a global strategy and plan of action for the decade programme, the basic strategy in the transport and communications sectors has been to:
