The important role of telecommunications within the economic development efforts is no longer a subject of debate. The issue was in fact settled as early as 1982 when the , Plenipotentiary Conference of the International Telecommunications Union (ITU) put on record its recognition of "the fundamental importance of communications infrastructures as an essential element in the economic and social development of all countries".
